Shri.Piyush Goyal, Minister of State (Independent Charge) for Power, Coal and New & Renewable Energy, Government of India, is on a visit to Tokyo to attend the 8th India-Japan Energy Dialogue on 12-14 January 2016. This is the first Ministerial level visit from India to Japan post the successful visit of HE Prime Minister Shinzo Abe to India in December 2015. He held the Energy Dialogue with his Japanese counterpart Mr. Motoo Hayashi, Minister of Economy, Trade and Industry on 12 January 2016 wherein both the sides discussed a wide range of issues related to the energy sector, deepening the ongoing co-operation and also issued a Joint Statement. The discussions were substantive and fruitful. The Minister invited his Japanese counterpart to visit India for the 9th Energy Dialogue, at a mutually convenient time, in 2017.

During the visit, he is also meeting the Japanese leadership and interacting with the captains of the Japanese industry. The Minister will also participate in a roundtable seminar at the Institute of Energy Economics of Japan (IEEJ). Hon’ble Minister, apart from the official delegation, is accompanied by a business contingent from India, representing over thirty Indian business enterprises and Public Sector Undertakings.B2B luncheon/dinner meetings have also been planned to enhance dialogue between the business communities on both the sides.

In a break from the past, on the sidelines of the Energy Dialogue, five interactive sessions between the Indian and Japanese companies on five relevant themes- (i) Clean Coal Technologies and Efficient Coal Based Power Generation (ii) Super-Efficient Appliances and LEDs (iii) Energy Efficient Petroleum Refining-Energy Audit refineries (iv) Energy Storage Technologies and (v) Smart Grids/Smart Meters will take place. These themes were selected based on India’s energy needs and with a view to further deepen the cooperation in the energy sector between the two sides such that Japanese technology and capital can be dovetailed with Indian high skilled human resources and “Make in India” to create win-win situations bilaterally and beyond. This resonates with the vision and the roadmap of Hon’ble Prime Minister, Shri. Narendra Modi, to make India the manufacturing hub of the world.

The primary objective of the visit is to optimize the technology cooperation and utilize it to benefit the common populace in all spheres of life. It is the endeavor of the Government to enhance the partnership with Japan to improve energy access at affordable prices to the people of India.  The potential for bilateral cooperation in the energy sector has enormous positive implications in our quest for sustainable energy growth and consumption, and improving the quality of life for our peoples. The use of energy efficiency measures as well as promotion of cleaner and renewable sources of energy in India is a step in this direction and this is reflected in the wide scope and agenda of the bilateral energy dialogue. India is committed and is steadily moving away from its dependence on fossil fuels while adopting advanced technologies while addressing it’s developmental priorities. This bilateral cooperation will further positively contribute to global efforts in combating the challenges of climate change.

Government of India has embarked upon the world’s largest renewable energy programme with a target of 175 GW of renewable energy capacity by 2022. India has also set record targets towards its Intended Nationally Determined Contributions (INDC) including reducing emission of GDP by 33 to 35 % by 2030 from 2005 level and achieving about 40% cumulative electric power installed capacity from non- fossil fuel based Energy Sources by 2030. It is also running world’s largest public lighting programme with a target of distributing 770 million LED bulbs by 2018. India is also taking the spirit of global partnership forward by helping setup the International Solar Alliance which is envisioned as a specialized platform for mutual cooperation among countries lying fully or partially between Tropic of Cancer & Tropic of Capricorn. With an aim of building global partnerships, Japan, with its advanced technical expertise and innovation in areas of energy efficiency and environmental technologies can play an extremely crucial role in partnering with India. Japanese companies and technology can contribute towards reduction of emission, reduction of pollution through their advance technology and India is keen to use these technologies for its growing energy sector.
